Dr. Serwan A. Ismail

President

Dr. Serwan A. Ismail is a seasoned academic and experienced public servant with a diverse background in education, leadership, and policy development. He holds a Ph.D. in Educational Leadership from the University of Malaya, Kuala Lumpur, Malaysia, and a Master’s degree in Educational Leadership from Saint Mary’s University, Minnesota, USA. With extensive experience in legislative roles, including serving as the Secretary General and as an MP and Chairman of the Education Committee at the Iraqi Council of Representatives, Dr. Serwan has been instrumental in shaping educational policies in Iraq. He has authored a book and numerous articles on education, governance, and social issues. Fluent in Arabic, English, and Kurdish, language. Dr. Serwan brings a global perspective to his work. Currently, as the founder of Arjaa Institute in USA, he contributes to the international academic community through research and participation in ICEED24 global conferences.

Dr. Ardalan Nuradin Mahmood

Bio Dr. Ardalan Nooradin Mahmood is an Assistant Professor of Public Law with extensive experience in both academia and public service. Born on September 19, 1977, in Erbil, Kurdistan, Iraq, he excelled in his studies, earning a Bachelor's in Law from Salahaddin University in 2000, a Master's in Public Law from Al-Nahrain University in 2007, and a Ph.D. from Salahaddin University in 2012. Dr. Mahmood served as a prominent member of the Iraqi Parliament from 2014 to 2018 and has held various administrative roles in educational and legal institutions. He currently advises the Qatari Shura Council and is known for his contributions to legal education and public law research.
